How to build a pipeline that creates child records based on a list-user field in the parent record?

I have 3 tables - Projects, Tasks, and Task Bids. In the parent table, Projects, I have an embedded Tasks table that is editable on the Projects record so managers can just fill in the tasks they need completed. On that embedded Tasks table I have a list-user field where they can assign up to 20 contractors. When I save the Project (which will also save the Tasks) how can I build a pipeline to create separate Task Bid records for each contractor on the list-user field?
