I need to use a field from one tab in a table report on another tab

If you are always trying to pull the "latest" clock out time; then summarize the max the Record ID# of the child where the [Clock Out Time] is populated and the [Clock Back In] time is empty

Then lookup that record id# back to the child-table

Then add a 2nd summary field that pulls the Max Clock Out Time where the [Record ID#] = [Max Clock Out] record id

You may need to build in some combination to recognize the "latest" timesheet first; and only pull the latest-clock out time from the latest timesheet.
