List of all Users that receive a notification when combination of permissions used in setting up notification

When QB sends a notification, each User that receives the notification e-mail only see themselves and not all Users that received the notification.  Some Users will say they never received notifications and it is hard to know whether they were on the list or not.  Is there a way to save a list of Users that should have received the notification  based on a combination of permissions when it is sent?
