Make URL Link editable on Read Only Form

Question

I have set a custom rule for a role (Test Requestor) that makes the test request form unable to be edited once they click the checkbox "submit to test reviewer". The problem is that I have a URL link on the form that prints the shipping label for the test product. Once the form is submitted to reviewer the URL link button no longer gives the Test Requestor role access to view and print the product shipping label. How can I keep the form uneditable while allowing the Test Requestor role to go back and print the label using the URL link button?

On the form, I would create a dynamic form rule to make the URL field readonly when that checkbox is selected. But if you don't want the test requestor to even see it, hide it.
