Thank you for your response. I just tried this. I created a new role "test" and under the permissions, I only checked "manage users and share the app." Then I went under the test role and tried to manage users, it's still showing all roles created.
Are you an admin or superadmin? I believe the other folks are admins too so you should have a higher rank than them maybe.
I am the owner of the application.
