There is no limit to the number of lookup fields. But from your description, I cannot understand why you need 60 lookup fields. It might be worth explaining the business purpose of what you are doing just to cross check that there is not a better approach.
There are this many types of inspections that we track, each having its own process flow and requirements. Each project can have anywhere from one to about thirty different types of required inspections. So there will be some Form Rules sprinkled in as well so users don't have to see all 60 types on every project.
