Monthly Notification if NO records are found

I'd like to send out a notification if no new records have been added for a given month.  For example if we have not received a payment from a customer for a particular month how can I send a notification (when there is no trigger)?  Thank you in advance for any suggestions.

    You will need to create a summary field on a Parent table for # of records added "During the Previous month". 

    Then run a subscription report on the 1st of the month on a report were the filter is that count = 0.
