Multi-select User fields wont work for what you need here.
I'd recommend creating a joined table.
You can call it 'resource allocations or assignments'
Then use the regular user dropdown, but it will be in an editable child table. It will give the user a nearly identical experience, but it will separate all the records out to their own.
This will give you much better reporting and tracking for your resources and projects.
