Not showing all records in related parent selection

I am having a situation where only some records are showing in the drop down selection for related parent record. The field is not a conditional field so it should be showing all available parents but...

David,

It is possible that your dropdown list is looking at a report (from the parent table).  If it is, and the report has a filter, then only some of the records would show in the list.
