Create a field called [Current User] with a formula of
User()
Make a copy of the report with he name suffixed with (subscription version)
add a filter to the report
[Current user] is not equal to (type in the email address on the user to block.)
Change your subscription to use the "Subscription version" of the report.
Y'er done.

The email seems to still send to him, but with an empty table. (For the other users, I need them to get the emails, even when empty, which is why that selection box is checked.)
Did I do something incorrectly?

It is unusual to send an email to users with an empty report. My solution will only work if the checkbox is unchecked.

We kind of use that as the reminder. If the email comes in blank, then the user knows he needs to take action in order to be paid.

It might be easier for him to create a rule in his email that is specific to this email and have it automatically filed away or deleted.
