Option to add a record from the related field drop down not appearing

Question

Two roles exactly the same access to table and add ability but one role can see the add a record from the drop down and the other cannot. I am pulling my hair out to understand why this is. See the screenshots of the 2 roles:

There are two different settings that might affect if a user can add a record. One is obviously the permission whether they have permission to add a record. But also in the role settings for the user interface there is a checkbox for whether the Add record link appears. That is the screen with all the green check boxes. I will bet that one of the Roles has that green checkbox checked to hide that option to add.
