Instead of the Browser URL - try using the file_transfer_url in the step. That is the key associated with the file that Pipelines can access/transfer successfully in most situations I've seen.

I tried the file transfer handle and that didn't work. Same issue.
Is the file_transfer_url something different?
Do i have to call up that information in an earlier pipeline step?

It's the file_transfer_handle - mistyped when doing it from memory on my part.
When you're targeting the attachments - are you doing this from the trigger of a new email received - or are you doing a 'Search Attachments' step to get the list of attachments that you can loop through to download if there is more than 1?

Sorry if I was unclear. the attachment comes from the "Trigger" record and is in a "file attachment" field there.
In the later step, when I do "send email with attachments" from outlook in the pipeline I want to attach that file.
It may be a "permissions" issue... not sure. OR i have to do something else to access that file in that step.

See if you can do a search attachments step using the ID from the trigger to see if the access restriction is any different. It might possibly be permissions if it persists even through that step, perhaps try disconnecting/reconnecting the connection used in the Account and make sure that all of the settings/permissions are turned on.
