Pipeline Not Starting

I'm encountering I think the last issue related to this specific workflow I'm trying to tackle. When marking off a task as complete on project 5, I want it to create a task on project 8. This is currently how I have it set up, but changing to task in project 5 to complete does not trigger the pipeline to start.
