Is it possible to be more granular with emails and have them scheduled 'an hour' after or before the start time of a date/time field?

Qrew LegendI presume you are referring to the timing of the Subscription Reports which come fairly early in the morning.
No, it is not possible to schedule them to come at certain times.
Mark is correct that you can't control the timing of subscriptions - but depending on your use case you can use Pipelines to schedule them hourly or at certain times during the day and you can utilize them to edit / modify records or run a process that sends the email that way.
So in your example you could query hourly for records that have an hour past your date time and then edit the record via some kind of 'send email' date/time field that you populate with 'now' and then you have a native notification send when that 'send email' field changes.
