Public Access Role edits record and saves, but record does not update

Mark has a good point that there could be something external interfering with the value change, like a Pipeline.

Something else you can check is whether the record is actually updating or saving at all. You might want to check your audit logs (App settings -> App Management -> Show audit logs) to verify what is actually happening.
