Public Access Role edits record and saves, but record does not update

There's no pipeline touching that table or field, and I tried removing the one form rule I had for the customer facing form and that didn't seem resolve it. No errors pop up when the outsider user clicks 'save and close', it just goes to a login screen after that, but I understand that's intended.

I did check the audit logs and found record of the outsider user looking at the form, but there was no record_edit log. The only logs from that visit are attached.
