Good call as I do have a separate delivered check for user purposes, but I'm afraid they both match.
Sorry, now I'm confused.
Are you absolutely sure that the check box field that you are looking at on the customer form is the same check box field you are looking at on the internal form? Right click to see the field ID#.
Can you show me a screen shot showing the record in view mode after the User saves, and displayed on the customer form? Is that field checked?

Adding to what Mark said, are you experiencing the issue first-hand, or is a user reporting the problem to you? If it's the latter, you might want to verify yourself what happening by going through the actions - recreate the problem. It will be easier to identify the problem that way. I would open the form the same way the outside user would in a private tab of my browser and try the action myself.

I'm testing the issue myself using a separate Firefox browser that isn't logged in. I've also tried loading it into a private tab of Chrome, in case the issue was browser based. In both instances checking the Delivered box and then clicking save & close does not actually edit the record.
The field isn't checked on either the record on a different form, or that form itself. Screenshots attached of the customer facing form being edited by the outsider user and then viewed by me. The file with a 'custom branding' in the top right is the outsider user's view.
