Query Syntax question

I am attempting to create an advanced query for use in a pipeline. The desired conditions are date 1 is on or before today and date 2 is not blank.

This is my first idea:

{{'fid1'.LTE." & time.today & "}} AND {{'fid2'.EXE.'null'}}

How close am I on this syntax?
