App roles with some leeway but without the keys to the kingdom

Hey folx! Is there a way to set up roles to give others the ability to edit a dashboard page without allowing them full ability to edit app structure and permissions? We're using a dashboard page, ...

No.

But plan B is to make a table called Daily Huddle Message with a single record in it  and a single Rich Text field with the "Daily Huddle Message".  Then put that report on the Dashboard.  Then decide who gets to edit the record in that Table.
