Read receipts /track open rate for encrypted emails

I have set up email notifications in Quickbase. I'm looking for a way to verify once emails are opened. Once they are opened, ideally it would need to trigger a follow-up email. 

I have looked into HubSpot to do it all. The main issue is this needs to be a HIPAA complaint process.

In this case, we are using Quickbase email notifications to communicate with JuicedTech, which uses our Outlook server configuration to send an encrypted message. Any other suggestions that might work?
