I thought the syntax was like

Yeah the Redirect does work on it's own. Though I actually remember the syntax of the 'showpage' as well, which seems to work if I hard type it in.
But short answer, yes the redirect works on its own.

------------------------------- Same result with show page. Yes, all I am trying to do is have the user edit a portion of a record in the popup. When they hit save, I like to redirect to a rich text page that says 'Please close this window to continue' (because I can't figure out how to auto close the popup).
I have this exact thing working with a API Gen Add Record, so maybe it doesnt work with editing? I thought I remember it did, but now I can't find an example in my app so maybe I've never actually done it?!

On the form, when you mouse over the button/link what does the URL look like at the bottom of the browser screen? It should be the fully resolved URL including encoding. If not then the problem is with the syntax of the Rich Text Formula.
The only way to fix that is to understand how the formula is put together and then walk through the formula. The API reference is an excellent resource for understanding the syntax rules. If you have all those steps covered, what does the resolve URL look like at the bottom of the page?
I have found that using a functional formula to compare with the broken formula is useful.
I have also found the URLEncode() function sometimes doesn't work even though the syntax appears correct. Quite literally copying the URLEncode() from a working version fixes the problem - strange.

Which seems right?? Though I tried essentially hard typing that into my browser, and it didnt work so....I'm missing something. I'm thinking maybe NextURL simply doesn't work in this use case, when editing a record? Maybe only when adding a record?
