While you would need to contact Quick Base support to get an official response, my understanding from the road map announced at the recent EMPOWER User group meeting s that there is nothing in the near term plan to address internationalization in 2017.
It is possible that when the Mercury version of QuickBase is announced, that it will have internationalization features, but we really will not know what the set of overall initial features Mercury will have until closer to its roll out, which is expected to be late 2017 for Beta testing in early release and General Availability in early 2018.
