No problem.
Make a new formula numeric set to percent format field called [% Less than 15 Days]
Make the formula calculate to either 1 (100%) or a 0 based on if the TAT was less than 15 days.
Then duplicate the field and call it [% 15 Days or more] and adjust he formula o be opposite result.
Then run a Summary Report and show those two fields as Averages.
