Summary Report - filter by totals

I have a summary report that tabulates different types of cases based on a location. What I need is to only show locations where the total number of cases is more than a certain threshold...say 5? 
I have a field for Case type and a field for Location. The summary report works great but shows too much.
I don't have any relationships and would love to keep it that way. Is there a way to accomplish this with a report filter? Seems like it should be so easy but I can't seem to figure it out.

    The only way to do this will be to have a table of locations and summarize the totals up there and then flow them back down to the detail records.

    There is currently no way to filter a summary report on its totals.
