You would need to do this in a Formula Text field as you can't display text in a Formula Number field.
Just do the opposite of what you have here in a Formula Text:
If(totext([3PWMA])="0", "No Usage",
totext((([Availabile]/[3PWMA])*20)))
I think that's correct, you'll have to try it.
