Using Notification Conditions with a Blank Date Field

Question

Hello,
I am trying to build a "reminder" notification in Quickbase. Basically, if it has been 15 days since the form was created and the submitted date hasn't been filled, I want a notification to go out. My question is will leaving the date field blank work for the condition and once it is filled, that means that the condition will not be met?&nbsp;
