An exception to this is that you are allowed to have a Role which is open to everyone on the internet. That does not count as a "User" as otherwise you would be paying for say 3 billion licenses. :)

You can create a Role with the appropriate Permissions knowing that the users will be anonymous to you.
Then you go to
Users
Invite new user
Then there is a box where you might type in an email address, but instead you selct the book icon to the left of the box
Then search for the "user" called
everyone on the internet.
It should come up with a hit and select it.
Note that there is a Realm level setting which needs to be enabled to be able to expose an App to Everyone on the Internet. I believe that it. If you do not get a hot on that search for that "user" then check that Realm setting.
The Realm setting is under Account Summary and then Account Properties and it is called
Allow Public Apps
Then you go to
