I have done many if these type apps.
You will need to calculate the level of approval required, using a formula.
Then you will need to calculate the levels of approval obtained, and then calculate the Approval Status.
For example,
The Approval status would calculate to one of:
Unsubmitted
Waiting for Level 1 Approval
Waiting for Level 2 Approval
Approved.
