I've set up forms like this before, and based on your description, it sounds like you will need to set up three relationships between your Main table and the User List table.
You just take care to name your different relationships carefully so they make sense and describe what is going on, such as: Related User Dropdown 1, Related User Dropdown 2, Related User Dropdown 3. Or whatever works for you.
Each "drop down" will be a record picker to choose the separate users to fulfill each role.

Hello,
I have a inspection list that has 4-5 drop downs for the roles involved in the inspection. I want to pull from one user list to populate these roles. The user list is in another table. I can set this up for one of the roles in the inspection but am struggling to duplicate this.
What I want
1.Tom Role A: 1,2 or 3
2.George Role B: 1,2 or 3
3.Sam Role C:1,2 or 3
