Calculating a sum of vacation days used this fiscal year back to previous fiscal year start

Question

I am trying to calculate an employee's owed vacation days. I want to make sure I capture all of the days they might be owed, so I want to include the total used this fiscal year plus the total consumed the previous fiscal year (in case there is any carry over).

Fiscal years go 1 Jan to 31 Dec, so I want to calculate a sum from TODAY to 1 Jan of the previous year.

This is a summary filter or a report filter you can use the same technique.
when
ANY of

[date] is during the current year
[date] is during the previous year.
