Calculating Percent difference

I have Utility usage (electricity, nat gas, water) for 2021 and 2022.  What I would like to do is compare the two years and do a percent difference for each plant.  

Any ideas how to do that?  The calculation is easy but how can I get Jan 2021 electricity for a plant on the record for Jan 2022?
