You cannot change his password, but can send him the reset password message. Deleting him as a user and adding him back still maintains him as a user.

I have the same issue, but do not see an option to send the reset password message. Where is this located?

You won't be able to do this solely as an Application administrator, but you can if you have access to the Admin Panel
