Can I limit a role to create personal reports but not common reports?

My organization is wanting me to make a specific role that only has the access to create personal reports, but not access to create common reports. Can this be done?

    Unless your turn off the ability for users to create personal reports at the role level; all users can create personal reports.

    Role access permissions at the table level will determine whether a user can save common reports or not.

    /db/xxxxxx?a=TablePermissions
    will show you which roles can save common reports in a table

    appid?a=RoleUserInterface&roleId=xx
    (User Interface tab) will allow you turn OFF personal report & report customization
