Can someone other than the person who created a sandbox launch the sandbox?

I created a sandbox a couple of weeks ago. I was on vacation earlier this week. The team using the App needed the sandbox launched while I was on vacation. They had to wait for me to return to have me...

Unless anything has changed recently, the application manager has the ultimate authority over that. He/she can even disassociate the sandbox from the production application or roll over the sandbox to production.
