Issues with publishing changes from a Sandbox

Anyone having issues with publishing changes from a sandbox back to the live environment? It is strange but "Review and publish" is acting as though there are, or have been, no changes from the live environment.

    I'm having the same issue with multiple applications.  Hoping someone has some insight.
