Change XML report format, is it possible?

I have a provider that is looking to query our Database and pull an XML file, but they're requiring that it is generated in a specific format (very similar to the current, standard, XML output of reports but with certain variations). 

Is it possible to generate an XML file with a different format that can be accessed and downloaded?

I was thinking using something like Exact Forms, but would appreciate any help.
