Chrome hiding buttons in new style

I have a user whose buttons to the right of the new record are being hidden almost instantly. Toggling off the New Style the buttons are back, and the "More" menu is there, including import/export.

They do not have access to all of the buttons  there, but they should have download, grid edit, and the 3 dot more menu that includes import/export, print, etc.

When they initially load the page the 3 horizontal dots appear for a second or so and then it is hidden.

I'm under the impression its a local issue. I'm not sure if its Chrome, an extension or what. Thus far I have not been able to find a setting that is impacting this directly. They are using the old style as a work around for now. I  want to identify the source so they don't have to keep hitting that toggle every time they load a table. 

My next step is turning off the extensions to test those, but in the mean time I thought I'd put feelers out for feedback here.

Has anyone else seen this? Any ideas on what may be hiding them?
