You are creating a URL and URL may not have spaces or special charaters in them, so you need to URLEncode the body too

"mailto:" & [PR - CR - Email]
& "?subject=" & URLEncode([subject1_Warranty Determination])
& "&body="    & URLEncode([Email body])
