Without a direct connection between the "Incidents" and the "Property Assignments" it will be rather difficult.

However, you could put a report link on the 'assignments' table that would display any related incidents at that property.  But it would have to be a drill down behavior, rather than a count/summary.

If you want better reporting with this you need to find a way to connect the assignments to the actual incidents.
