Trying again... it is not posting my question.
I've building a timesheet app. I want employees to bill their time to active cost centers. The cost centers exist as records in a financial management app I built in QuickBase. I've created the cross application relationship by granting permission in the financial management app (master). I've set the role in the master to custom permissions, view active cost centers only. My reference field in the timesheets app (detail) is a record picker. But it is showing ALL cost centers, not just the active ones. (I've tried testing in another role that doesn't have access to the master app; that's not it.)
