Here is a low tech solution.
Make a Dynamic form rule.
When Related Project is (select the Project A from the drop down).
and
Request Type is (the one that is not allowed)
Action:
1. Change request type to blank.
2. Display a message: "Sorry, but this request type is not allowed to be select for Project Type". Please select a valid request Type.
and then uncheck the box below to ensure that the Rule fires "all the time".
Note that Dynamic form rules only work on forms. If you need this enforced in Grid Edit, you can make a Custom Data Rule. If you ned help with setting that up, there is a discussion here with a link to the help article.
