I don't believe there is a call for this - an unfortunate lacking in the API. I would encourage you to submit feedback on the Help doc page for the Create Webhook call here making sure to mention the lack of the ID in the response. I would also encourage you to submit a comment on UserVoice here, regarding the need for additional functionality with these calls.
