How do I make a Common report read-only (non-modifiable)?

FYI, I can disable all report customization by managing the role and checking "Hide UI for creating or customizing reports". But it seems making a single report read-only is not possible.

Ideally, my users could still create personal reports and modify some reports, but not ones I've explicitly disabled.
