How to allow a role that has limited views export a report?

Thanks - Did a look around different areas and can't find it. Should I be looking at the app settings or the report settings generally or in the specific report?

Did you test as Role to test this. Or test as user?

If test as user, is the user in multiple Roles?

I tested as the role and the user has confirmed that he can't export. He's only in that one role and if I change him to admin he has no issue, but can't leave him with that access as a permanent solution. Here is what the permissions look like
