How to edit a field in form view that is hidden by a Dynamic Form Rule?

I have a field that is hidden in my form view by a Dynamic Form Rule.  The rule states that if the field is blank to hide it.  However, when I enter edit mode from the Form I still can't see the field.  How do I make this hidden field appear when a user edits the record?

I'm only hiding the field if it is null to help clean up the look of the form view.
