You can add a rich text widget element to a dashboard which supports some HTML. You can also write your own HTML code into a DB page and place that in a dashboard as a web widget. If you are a more experienced coder, you could also make your own dashboard from scratch via code in a DB page, and make that the default home page for your user roles. I've also seen techniques where a QB form with rich text fields containing html are framed into dashboards via web widgets (protip: add the param "&ifv=1" to your forms URL for cleaner embedding).
