It sounds like you've got the drop-down set to use values from another field, is that correct?

If that's the case, you're not going to be able to control what each user sees in the drop-down as the options are solely dependent on the different selections in the origin field. 

If you can explain a bit more about the business decision(s) driving the need for this particular setup, we might be able to provide some viable alternatives.
