Multiple choice field option "From another field" not populating

Hello All, I created a multiple choice field (1st Therapy) and populated my list within that field.  I then created a 2nd multiple choice field (2nd Therapy) and clicked the "From Another Field" op...

I think when you use that "from another field" in fact it bases the choices from the data in the other field and not the drop down choice in the other field.  I try to avoid that method.
