it isn't difficult and I was anticipating this question coming up when I made the post. In a nutshell you have to push an extra datapoint onto the x and y axes to represent the category that is missing and give it a zero count. It is a little more complicated than this because for consistency sake you should synthesize the drilldown URLs even though there is no data to drill into.

Your solution looks like something I could figure out eventually (probably with more help) but given time constraints, I'm going to live without it for now. It looks like I never created an example to patch the missing data but there are two similar examples that (1) change the scale and (2) accumulate data of a previously rendered chart. It would be easy to use the same general technique to patch missing data although I would have to think about how to do it in a general way. Maybe I will create a demo - I will put it on my todo list again.
