No, a formula field in QuickBase is the formula field and you may not do data entry into it.
If you want to do an override then you should have two fields. One would be called date override and the other would be the calculation. The new formula would look like this.
IF(
not IsNull[Date Override],[Date Override],
not IsNull([Date 1]) and not IsNull([Date 2]),
Max([Date 1], [Date 2]))
Note that in QuickBase unlike Excel you typically never need to nest your IFs. That just adds to needless complexity and a crazy number of mismatched extra brackets.
You just start with one IF and then you vertically list your conditions to test. QuickBase will evaluate the different tests in that sequence and go with the first one it finds to be true.
